The reason is some of the debits card with VISA logo can be used only with the VBV (verified by visa) enabled sites..Unfortunately , paypal is non vbv enables site..The only option is to get the debit card that can be linked to Papal..Before obtaining the card, get it confirmed with the bank and then open the account there.Else our effort will be wasted..The debit card of mine is also the same category and because of that I am not able to verify my paypal account..I have to open a new SB account soon.

Your debit card may be a partial debit card. You should have a 'full' or international debit card. You should contact your bank and apply for an 'International' debit card. On the back side of this card there will be a long number. You take the last 3 digits and enter in the paypal form. All the best.

I think you should try to register your credit card to your paypal account, i mean linking your credit card for verifying your paypal account. Some debit cards can't be use for verifying on paypal. I have tried the same thing before but the result was same with you, which is error occurs. But when i registering my credit card, everything running smoothly and now i'm on waiting for my verification code. this could be the reason: 1. did you enter the cvv number of your debit card? you need to enter the 3 digit number you can find at the back of your card just besides the signature. 2. if your card is newly opened wait for 24 hours before you registering. 3. do you have avialable balance of $2 in your card? ..hope this help..
