It has a solid plot and character depth in theanime. The production of an anime is much more work than that of a cartoon.
Cartoon is a childs form of entertainment wit less work into the artwork and a very simple character personality. Most children cartoons contain easy and simple to understand humor and appel more to a younger audience. There isn't much of a plot and episode to episode it reveals comedic entertainment kept at a low level to keep appropriate for the younger audience....

Don't get me wrong, I love Sailor Moon, but I still don't see any major plot or depth. Compared to Disney classics they are inferior as graphics, details, stories and characters. Even so, I love anime. But I love them for what they are: sometimes silly and sweet, sometimes weird and violent. As for age categories...Aeon Flux is a cartoon. But it's for adults.

| | 2. saizo6 (480) | 3 weeks ago | I've gotten to the point where I don't even feel offended or anything anymore when people say that anime is the same as cartoons (speaking about American cartoons here). I've tried explaining the differences to people but they still don't get it so I stopped bothering. Technically, they are both cartoon animations but that's about it. When I think of American cartoon I tend to think of really kiddy shows with a touch of slap-stick comedy and underdeveloped plots. Most cartoons take on the episodic format where there is one story and some kind of solution, usually some kind of happy ending one. Anime storylines tend to span the entire series and there isn't only just one plot are twist and turns along the way and the final solution is not always a happy one.
I've also noticed that in cartoons there's this distinct line between good and evil. There's always the good guys fighting against the bad guys. You don't see any gray characters in between. While some anime shows do have the whole good guy and bad guy thing going on it doesn't mean that one side is right while the other is wrong. There's actually circumstances which force characters to be what they are and we sometimes can't help but sympathize with the "bad guy".
Another difference I noticed is that anime has a lot more story concepts when compared to cartoons. There are genres dealing with topics and issues that you don't typically see in American cartoons, like war, death, politics, religion and such. You do hear things like that mentioned in cartoons but they don't really go into depth or it is just used to convey some joke or something.
There's also a difference in characters to take into consideration too. In anime, the character development is more visible as the story progresses. That doesn't seem to be the case in cartoons. An example would be The Simpson

In The Simpsons, the characters never age even though the show has been running for over a decade. There isn't really any character growth going on.
And I guess I'll stop now, my post is getting a bit too long.
