These are the people who run the local governments, who might assist in the state, and federal levels later on--or now. So yeah...elections are important in a Democracy. The President is but one individual, there are many more people that run day-to-day activities within a community.
The President does not make sure your neighborhood has enough water...that's between the local officials and the state.. you know what I mean?
