How can people be kind to each other if they show no mercy to homeless animal?

How can we show kindness to other people when we simply ignore homeless animals? Over here, the Agri-food and Veterinary Authority loans cat traps to private property owners. This is as good as spreading animal cruelty-legally. They should offer free neutering instead of euthanasia. How are strays treated in your area? Would you rather adopt an animal from the SPCA or pay thousands for a special breed that you would like?
