Why does clixsense allow promotion of scams?

I was on Clixsense today and noticed an advertiser. $0.02 per click woo! So I click in, and guess what? It's a scam. a VERY obvious scam. Yet, Clixsense is allowing it on their site for people to click and look into. I thought they were a reputable company?
For those wondering what the scam was it was the one going around the, Google Work From Home "opprotunity" that basically charges you money(Crazyyy amounts of money) for stuff that you could be doing for free without paying a dime. On top of that, despite what it's called it's NOT even associated with Google. Why do you think Clixsense allows scams? Think they just HAPPENED to miss one? Or whhhat?
What's your thoughts?
P.S. this isn't the FIRST scam site that was in their PTC section I saw on their site.

I have noticed that too on clixsense. They allow a lot of scam on thier site and I don't expect that from a site that is so well known. I really don't know why but I least expect this from them
