Move-funds scam?

I want to transfer my papal money to alert pay, move-funds dot com provides us facility to transfer money either PayPal to alert-pay or alert pay to PayPal. They do deduce little amount 7 percent + 0.20, Should i use this site? and any-body got transfer money? This is scam or not?

Try to avoid alertpay as programs using payment methods other than PayPal can not be trusted.
