Dhoni banned for 2odis, is dhoni responsible for poor over rate?

dhoni banned for 2odis due to poor over rate, but do you think he is the only person by which caused poor over rate?
the lankans made discussions many time in a over too, why match referee is not taking that into acccount?

as per ICC rule the bowling captain has to bowl overs in within time limit.
and in the last 10 overs Indians did long discussion after every over start. One time on-field umpire also told players to start it.
So, as per ICC rule, refree can fine match fees to the bowling captain.But I don't know why he banned him for 2 ODIs instaed of maych fees.
