blogger closed my blog!!!

have you ever experienced having your blog at blogger closed down because it was reported as spam blogging? i experienced this two times and i think it's because i made links at the header for readers to easily click on to access my important posts. Is there anybody here who could guide me on how to reactivate my blog? i responded to the notice on my dashboard to reactivate my blog because i'm a human not a bot as it say's at the reactivation page but i think they are not responding to it for the first blog that was closed was still not opened. it was closed down last december.
