| |  the last program i heard was the best (or at least the widely used) tool to produce 2D digital animation was a program called Toon Boom.
i have never used it but if i'm not mistaken, it works a lot like Adobe Flash (formerly macromedia flash). so if you are familiar with Flash authoring, then Toon Boom shouldn't be too hard to learn.
cartoon production is very challenging. be patient and plan everything properly to minimize problems.
