| |  There are several commercial third part Text to Speech(TTS) applications available in market at different prices(Functional and featurewise). Microsoft Windows had their own TTS which is based on SAPI(Speech API).
In Windows XP, Windows Vista and Windows 7, open up the control panel window and open the controlpanel applet named Speech. A dialogbox like window will appear. There will be a textbox where you can input your text by deleting the existing sample in that box and preview the sound. If you like it you can output the sound as an audio file.
