Don't believe everything you read. Link exchanges may bring traffic but they will not increase your page rank. To do that you need good and valid links to your pages on other sites. Google can tell the difference between links to your site on link exchange sites and links in other web sites.

Real back links require hard work, giving real benefit so that other sites recognise it and post links to your site because of it.

One of the best forms of advertising is free and is called 'word of mouth' or (in current terminology) 'viral'. This is recommendation of your services by clients who have found your site to be genuinely useful. The only way to gain that kind of advertising is to provide something that is REALLY useful and unique. That is what will gain you back links and that is what will increase your page rank with Google (and the other engines).
