Who is the greatest comic super villain of all time?

According to IGN their top three comic book super villains are: 1. Magneto 2. Joker 3. Lex Luthor I have to disagree with their number one villain. Although, Magneto is a powerful villain he has been portrayed as being a good guy before. The Joker has always been on an insane level and always has been bad. Comics have portrayed his darkness, Batman Return of the Joker features the Joker in future Gotham. Finally as we all know the best performance of the Joker is yet to be had until the time of Heath Ledger in the Dark Knight, where he single-handedly revived the name of the Joker, at the cost of his own life. Lex Luthor is also a longstanding villain and has constantly opposed Superman. I would put Magneto as number three. What is your opinion??
