Most probably, and especially when it's raining. When it starts to rain, it just becomes sadder. When it's sunny, the exact opposite happens... Of course people are different in warmer places and in colder places. Here in Finland for example, we have are quite good with technology (Nokia, KONE, Linux- made by Linus) because we had always to do more work for keeping warm than in warmer places. Of course this is only a theory of mine, and I am not at all saying that we are better than anyone else (even if I think so xD)

certainly, imagine an office with soaring temperature and crowded people rushing in for complaints, usually people will easily loss their temper on hot temperature because it makes them uncomfortable. colder weather makes you somewhat relax and hold patience longer.

As a person above said, there is such a disease called SAD which generally relates to being more depressed in the winter months compared to the summer. However I do notice that when I am in extremely hot place, it feels like my blood is boiling and I become more agitated. Not everyone does but your body obviously can't stand much heat.

Yes I believe the weather definitely changes ones mood. I hate it when the sun is not shining it gets me feeling a bit depressed. I love the sun shining and a nice calm day. These types of days makes me feel alive and want to be active all day. When the sun is not shining I want to crawl into bed and sleep, read or watch movies. If the sun is not shining and its cold on top of it, its worse for me.

I think weather has an effect on the mood. Whenever it's hot, i find people are grumpy. Whenever it's fair, people are on the mood to have fun. When it's cold people are snugly and all. :)
