New to Vista, I have my screen saver ask for a log in password,but when computer

I am new to Vista but this has got to be easy. I have my screen saver set to come on every 10 min. and when it does its set to ask for a password in order to get back on the computer, but whenever I restart the computer the screen saver options somehow return to default 1 min and no password login. How can I fix this?
