Can somebody tell me what is the name given to the coat like clothing material which is worn by people who are graduating on the day of Graduation Ceremony?

I beleive you mean cap and gown. The schools often supply them. And they take pictures too.

it's called a "toga" here , in where i live...i don't know what it's called in other countries or places though.

cap and gown. It depends actually. Where i am from during graduation its called graduation gown or convocation gown,but if its during maticulation its called a matriculation gown
