hi friend, maybe because prisoners should also be treated like human beings in order to reform them, yes they have these luxuries but I think it is for common use and these people does not have much of a chance to earn while serving a sentence. People living outside or those enjoying freedom although as you mentioned does not enjoy some of this luxuries, still have capacity to work and earn, if and when they are able to buy this things, they can enjoy it in private without sharing it with cell mates
