Would a series I saving bond better than CDs?

If there is anyone who is familiar with the U.S. federal government series I saving bond, do you think it will provide better interest rate than those CDs provided by community banks or credit union? Because I heard people mentioned it would temporarily provide the best interest rate deal than any other banks' products. The rate will reset every 6 months, due to the market economic atmosphere. If you would like to withdraw it early, the penalty will be 90 days interest. You can check it out on savingbond.gov, where you can do comparison with those CDs offered by banks.
