My dog has long hair so I would rather say 7-10 cm long, the individual hair but he looks pretty scruffy and even if you brush him, he sees again the next day like this is why I wanted to ask how much time my dog can cut skin, or whether I should do it at all?

Let your dog's personality, and if it is his shaggy coat.
My labrador schnauzer hybrid also has funny hair, bristles, or should I say? In the winter he remains "long haired" - looks quaint, but he loses so much hair that I own him in the spring to cut down about 4 mm.
Get advise you of a good dog hairdresser.

So on the one hand it is not harmful to the dog's hair cut, but brushing is definitely very important.
Guess it depends on the breed of dog to it, if you can cut it yourself or better ran a specialist can.
I even let all the dogs with curly fur shave 2-3 times a year from the groomers (very short), usually we just leave some hair on the head, so they look nice.
This is necessary because of the heat here and the vermin.

I would research clipping your specific breed before doing it yourself at home. I think it would be a good chance to read up about your dog breed and there is a world of information available out there.
