Why people laugh , when someone say "I am an Irish"?

Today, I look the Joe Wang's talk show on the net. And find that many people laugh when he say "I am an Irish". As a Chinese, I can not find anything interesting in the sentence.
Does that sentence have some special meanings?
Or there are some stories for it, how does it come from?
Can you tell me?

When I was at university in Wales there were many Irish students and English students There were not any Scottish students. The ones from Northern Ireland got the course free and a grant. The ones from the Republic of Ireland didn't get their education paid for. I thought Americans really like the Irish and to them these people are lovely. In England the people have some jokes about the Irish but I have some Irish friends. On the Joe Wang show the people laugh because they are happy to see an Irish person perhaps.
