Will it called purchased/forcibly got TRAFFIC ??!

Hello Friends..
I have another doubt on my mind. Everybody knows google don't count traffic as good traffic which is purchased or forcibly got. Like getting traffic from the PTC sites.
Now suppose I am creating a web page where I am describing about my site. I mean what is that site all about , and what the facility it is giving. And providing my site link on that site. Now I am advertising that webpage on different sites(like ptc and others). 
Now what?? The people who are interested in the content only those will click on it. Then isn't it will be called targeted traffic ?? Or it will call the purchased or forcibly invited traffic ??
