PTC-investigation - Temporary Unavailable

I tried to access this PTC-investigation since a day ago, but it is still not available yet. In fact, this PTC-investigation is a very helpful site where I can make a complain and I can collect many information about most of the online earning sites. I am wondering if this PTC-investigation site will be shut down permanently and this will be a symptom to most of the online earning sites, especially the Paid-to-click sites. Hopefully, I have guessed wrongly here.
