making possible to see TV for poor and living in hill areas

dear sir/madam
i am trying to explore ideas of making possible to the rural populace of Nepal to be in access of information through TV media. if people have television, it would be rational to distribute cable lines upto their home yards. but, still they are lacking this facility. because of resettlement of conflict, it is expected that econimic status of rural households of Nepal will uplift simultaneously. i also think that within 2 years 60% of rural househods will have capacity of holding (a cheap) television set. at that time they will feel necessity of TV waves access in their village. again, before distributing cable lines, it is necessary to equip them with TV sets. to make it possible it is necessary to access them with at least a terresterial frequency. because of mountaneous terrain it will be quite difficult to cover a wide range with such technology so far i know.
with this background, what i am liking to mention here is that my NGO likes to establish a community owned terresterial TV station in one of the hilly district of Nepal. in the past the district was highly sunken in the effuents of conflict. i am also unaware about the legal procedure, cost and potential technological supports in this regard.
i want good suggestions from you.
