toddler bottle weaning

i have a 13 month old who i am trying to wean completely to a sippy cup. i currently offer him his sippy cup at breakfast, lunch and dinner. he will take a few sips off of it, maybe amounting to 1/2 - 1 ounce total, but never gets the volume of milk he needs. i have then been offering him his milk in a bottle to make sure he gets enough. if i offer him milk in a cup between meals he usually either takes a sip and gives it back or bats it away. how do i get him to drink the volume he nees from a cup and finally give up the bottle?
