Does the world want a world police or not?

America and the UN went into Somalia to prevent genocide and save dying people. We were criticized for going in there and meddling in their affairs when they didn't want us there (after 18 US deaths and a highly publiciced event). A year or two later we DIDN'T go into Rowanda (because after all they didn't want us there and we weren't suposed to meddle in their affairs) and people say "Why didn't someone do something?" "Why didn't someone step in and help"? So which is it....let the Somalies AND the Rowandans kill and starve each other, being cold, heartless and selfish, or go into both countries and help out in both situations and thereby be "the wolrd's police". It seems like we're going to be criticized no matter what we do. Your thoughts?
