i think Embrace a market economy. Educate your citizens to the highest possible degree. Hold no one back because of gender or ethnicity. Keep taxation low. Provide incentives for development and the cheapest possible sources of energy. Build a results-driven infrastructure. Vigorously establish democracy and resist all forms of tyranny, governmental, corporate, theocratic. Encourage human rights and the full freedom of tolerant religion as that is the best possible moral foundation for society.
