It's not cebuan but "cebuano" which is the basis of the visayan (bisaya) dialect, the mother tongue of most Filipinos esp in Visayas, Mindanao and some parts of Luzon. This dialect is more widely spoken than Tagalog itself, although the latter is the national language while english is the official or second language.
The 2 phrases are ambiguous as both are just sms phrases but in my opinion (since yours truly is a pure cebuano too), the 2 phrases connote quarrel between 2 people; the 1st phrase could mean that the sender of the sms is telling the other person that he/she is not counting on the favor that he/she has given to the other person, perhaps the other is . The second phrase could mean that the sender says he/she has no right on something or maybe the other way around. It's really hard to decipher the meaning of phrases as they are not a complete thought or sentence. Anyways, at least I've given the meaning (verbatim) and it's up to you to analyze it.
