Seatbelts, Should they be mandatory os should it be a personal choice?

I believe wearing a seatbelt can be just as dangerous at not wearing it. People can get trapped in thier cars when they have accidents and end up dieing because they have it on. There are also those claustrophobic people that can't stand the thought of restaint. I don't know about you but I think it should be an individuals choice.
