how do i find a owner of a lost bird it ha 2 bands on it's legs. please help mef

the bird was starving to death when he flew into our place on the ohio river 06/16/06 we need info on how to find the owners. thank you janet canter

Go to a pet shop or a vet. Feed it bread and lettuce, these are food most birds eat and not to mention, give it water to drink. Good luck on finding the owner
