Tsunami Funds? Where are you?

Nearly two years after the tsunami in South East Asia, most of the donations given to help the survivors are still stay in bank accounts.
Spain promised $60m and delivered less than $1m. France promised $79m and came up with just over $1m. The Chinese promised - $301m - and delivered - just $1m. In the Maldives, Kuwait allocated just under $10m but they have yet to spend a single cent and in Indonesia America promised over $400m and so far has delivered less than $70m.
It's so poor for the South East Asians. I also concern about the other charity organisations too,what do they do with the money they raise from us?

This is really a shame that so many countries promised so much help and did not follow through. And it's the poor people that have to suffer with the aftermath of one of the biggest disasters of this century. The victims of Hurricane Katrina fared only slightly better, from what I hear, and many of them are still unsettled and in dire straits

The tsunami was not possible to be prevented, but Possibly being reduced by the risk.
As a sign of nature, as the eruption disaster of the volcano for example, the Tsunami was not possible to be prevented.
That possibly was carried out was to reduce the risk or the impact of his negative as maximally as possible.
The action of reducing the risk of the Tsunami disaster could be classified to 4 groups, that is: the early-warning system, the evacuation procedure, the protection of the coast, and layout planning of the coast.
