I mean whether they exist to spell orders (people are not liking the word command, so lets not use it; also I m not restricting the word just to humanity) or they exist to express the existing universal order.

Vedas: Rig Veda contains prayers to the Lord of Heaven (Indra), God of RAin (Varuna), God of Fire (Agni), God of Clouds and Lightnings (Marut). Rudra and Vishnu were minor Gods with a little coverage. Rama and Krishna have no place. The object of the prayers: Destroy enemies or give us ability to destroy enemies. Now the major Gods have been relegated to satraps.
Yajur Veda: Chants for performing sacrifices including horse sacrifice. Bulls are also sacrificed. Goal: Cleanse sins.
Sama Veda: Singing and music of Vedic Hymns.
Atharva Veda: Contains rituals, mantras. Some examples: To cure fevers;
To ensure that a person's wife does not elope with others;
To ensure that other person wife is attracted to the performer;
To destroy enemies;
Example of one prayer: Simile used is 'a pot full of toddy and lather on it'. The performer of the ritual prays that let his enemy die vomiting lather like the lather oozing out from the toddy.
Vedas contain both gentle, good spells and grotesque chants and rituals. In this age of science, Vedas have little utility.
There is no need to obey their orders, unless they are really beneficial to the individual, society and the humanity. Reason should help a decision rather than bigotry.
