Do you mean controlling the population in numbers or in ideology? (LOL) I'm assuming you mean the first. Two words: AVIAN FLU :| If there was an epidemic of this or another highly contagious disease, the population would surely drop to a point where we'd wish we had more people on the planet. Ideally, you could control this through education. But people aren't that smart, you know? :P
