India wilk be developed when 100% of the population is literate, and everyone has access to education and clean water. It's the basics. As long as India lags on the basics, they can't be considered developed no matter how many nuclear missiles they have.

The massive population, water resources, standard of living, poverty, etc may be a factor in why India can't be considered "developed" as a whole.

You've got to be kidding, right? I hate to go by standards but compare India to any of the countries deemed developed. You'll find it's as obvious as night and day. India, however, is on the right direction, though very slowly.
