Are Philadelphia gun laws the reason over 400 people were killed last year?

I believe that the reason that all of the people murdered in Philadelphia last year (over 400) were victims of the ridiculously silly gun laws! I swear, the NRA must be in cahoots with the state as well as the city. I'm more worried to walk the streets there than in NYC OR Camden! Any thoughts on this?
