Reason behind propensity to commit crimes on the part of black and hispanics?

In one of my discussions with heading "Color of Crime" based on a report by New Century Foundation I wanted to know the reactions of readers on the report . That report infered on the basis of their study that the popular allegation that in USA the law and order mechanism is biased against the black and hispanics is unfounded .It is statistically found from that report that these two communities (and to some extent the asian origin)have more prpensity to commit crime compared to the whites .
Now I am eager to know if we assume this report to be true , why is it so .I mean what may be the reasons behind this ? Does it originate in historical facts ? Does poverty have anything to do with it ?Or is it the discrimination against them in employment opportunities that compels to commit crimes ? Or is the gentics reaspoonsible for this?
If the reasons are identified I think it will be possible to find out the solution . After all we have to reduce hatred among ourselves .

I think the propensity for blacks and hispanics to commit more crimes come from their lower economic conditions. When you can't get a job because of preconceptions or discrimination, you stem to try other things to make a living that may not be legal. Or, if you are forced to live a life poverty you stem to take your frustrations out on other people. Is any of these things right? No, it just seems to be the way people handle their situation.

I agree. People just have to find a way to survive, whatever that means. If you're in a situation where you are discrimated against because you're black, hispanic, asian, etc...you still have to find a way to keep a roof over your head and eat, so you may turn to criminal activities. That doesn't mean it's right but maybe that looks like the only option.

I'd like to add that there is more gang violence of blacks and hispanics.
