What concrete steps can we take to make sure that every1 has a decent education

if the government creates in such a way that all the people who have passed 10+2 or second year puc will get a job than i think people will start studying,and till 7 the education should be free to all.

I think teachers should be held more accountable for the success of their students that year. I know it's a dream since the Teachers Union in the US is one of the strongest unions we have, but I think teachers salary should be based on the test scores of their students.
I also think the Government has got to stop changing the game plan every year. One year they want to focus more on reading the next on math. Then they dictate what program to use. Half the time the teachers need at least a year to figure out the new program and then it's changed again.
Last but not least, dyslexia needs to become a mandatory screening process for all students then addressed. Do you know most state won't even acknowledge this learning difference? Kentucky is one I know! Texas does and is screening for it and working with children that have it and has one of the highest test scores compared to other states.
Ok I could just keep going, but I have to stop. My fingers are starting to cramp!

There quite a few things which we can follow like,
making school education free and compulsary for all,instead of wasting money for some useless things ,governements should give more importance to education by setting up schools even in rural areas ,governement should provide nutrtious food for children till a certain age.
