What do you think is the trait for being an absolute Ruler?

There must be some traits which defines someone as an absolute ruler. Some people make it to become a king or a president or a prime minister but not all..why????

They must be charismatic, and they can be convincing with their speech at least. Good speaker always make people believe them, allure in people to listen to them. They must be convincing so there will be thousands to millions of followers. Most importantly, people hate liars, so whatever they promise, they should follow up their administration as they promised all the people before.
