Are consumer rights are protected enough?

Here is a news article that I came across this morning and I kept thinking about it. The Consumer and Competition Division has warned the public who might be using dim night lighting lamps "Hengsheng" to stop making use of the product after receiving various reports of fire incidents in houses allegedly caused by the particular night lamp. http://www.di-ve.com/dive/portal/portal.jhtml?id=265527 I am wondering how this product has been allowed on the market in the first place. Do you think that consumer rights are protected enough?

I guess in other countries especially in Australia consumer welfare is really protected unlike in Philippines that there are some problems with implementing the law. Especially right now with Arroyo administration.According to consumer act a consumer have the right to turn back any goods anytime , here in Philippines too many seller still implement the no return , no exchanged policy.
