Stepping back of IPM

Due to a dissagreement with a fellow member, our IPM has decided to step back and will not act in his capacity for the coming year. He has issued an ultimatum that states that he will resume his duties if the fellow member is excluded. Unfortunately for him, the other fellow is proving more popular than he and if it came to a show of hands the IPM would lose. How do I get around this problem.
