stalls out when oil fill cap is removed....

I have a 1998 chevy silverado 350. while the engine is idling I removed the oil fill cap, the engine stalls out...I also removed the pvc line from the valve cover and the engine stalls...

The problem with the removal of the oil filler cap is that it is causing a severe drop in the oil pressure, which causes the engine to shut down, so as to prevent damage to the engine. Removal of the Positive Crankcase Ventilation hose is causing you to lean out your engine artificially, which causes the engine to shut down, so as to prevent further damage to the engine.
