The reason being that it is virtually impossible in India that they will be able to maintain the quality of education for which the IITs are world famous.

but i don't think that increasing the no. of iits wil decrease the performance.
ur are seeing the iit today, but when it was established around 50's. there was not much resource available. but, iit survived and from first year it was one of the best in india. if at that time government maintains the level. you can think about the changed situation.
Also, quality of education depends on both, student and faculty, and both are very much (see the no. of serious aspirants of iit jee).
Also, india needs more and more highly qualified professionals, which can guide india to bacame a world power.
