What is the way to manage excessive traffic in any developing cosmopolitan city?

I have lived in Bangalore'India and in Dubai'UAE and have noticed that in both places there is a huge road traffic and traffic snarls. there are more cars then people and everyone wants to go first. In growing cities like these there is a huge inflow of people from worldwide and it seems to be impossible to find any solution for it, whether you build Underground rail or flyovers. I am sure this situation is faced by many countries worldwide. What according to you might be the solution for this problem.
