I really agree with that.
When you are detailed to do a job or you are in line of duty and you have to decide outside your responsibility and superiors are not around to help you decide you should take common sense to do a certain type of action that will be necessary to solve the problem.
Sometimes we should not be always be reminded of what we can do outside our responsibility if we have common sense it will come out naturally and made our job and work resulted to positive one more than what it is expected.
A good leader and a employee will really do made a name out of his/her common sense for it will show how responsible and how unique that individual is when in terms of doing a certain work or job.
