In my opinion, there isn't a BEST, becuase storch couldnt lay one down like Dre, or Mannie Fresh couldn't put one together like Lil Jon. But to set the story straight, if we're looking at a track record, it would have to be scott storch hands down, he knows what he's doing, but with making samples its a tie between the Heatmakers and Kanye West.
