i do not think so that paypal is acceptable everywhere,cause you can see when you edit there are selection of the country so you will know which country can accept the paypal such as in my country i can not withdraw the paypal,here only can receive and send the paypal

I have bought something before. Paid for a web hosting service.
Basically, Paypal account can be used to the sites that accept paypal~
