Opinions wanted to help settle an argument

When do you think a driver should put on their seat belt?
One person thinks it should be as soon after the driver gets into the car as possible, definitely before the engine is started or the car moves.
Another person thinks it is ok to reverse out of their driveway, stop in the middle of the road and then put on their seat belt.
A third person says it is ok to reverse out of the driveway and put on their seatbelt while they are driving off down the road.
I know what I think and I also know what is legal, but what do you think?

personally, I get in, start the car, close the door, then fasten my seatbelt. Where I live it can be really cold, so I always start the car first.

I think it should be befreo the ngine is even started. With the other 2 senerious you could be in an accident and have more damaged done to self then if you would have worn the seat bealt before the car is started, or before it begins moving.
