It's illegal not to pay overtime...Is it still Illegal if it's a goverment job?

My husband works for a juvenile correction facility. He sometimes works turn around shifts, 12 to 16 hour shifts too. He works for the state and they don't pay his overtime. Is that even legal??? They usually make them take an extra day off or 2, but they don't get to pick which days they get off. I think if he earned it he should decide. What do you all think???
