what are the reasons of poly cystic ovaries?

my friend is 29 yrs old and she have a regular period as in 29 days cycle.her thyroid level and prolactin level are high.she now taking treatment for that.her latest scan say that both ovaries shows multiple tiny cysts about 5 to 5mm.doctors told her to go for laproscopy is there a possibility for her to concieve?
