1994 Buick Roadmaster 5.7 ltr heater and air cond

heater will not get hot. have changed thermostatand filled air cond with 134-A refrig but compressor is still cycling on and off. Anyone have any ideas on how to fix problem?

mate with a 5.7 engine you should go get a prius or something smaller, watch the gas prices!!
