Flowering evergreen bushes that take full sun?

I need to plant about 10 evergreen bushes that flower in the spring or summer that take full sun. They can only get 2 or 3 feet high!
I have a brick built in planter on my front porch that is empty. This is where they need to go!
It faces the south, so I mean full sun!
Does anyone have any ideas??

My zone is 7 in the US.
We are right on the border of NC and SC.

I love the Choisyas (Mexican Orange Blossom). There are a few varieties and here is the basic run down on them:
Plant Type: shrub
Evergreen. White scented flowers. Introduced from Mexico in the 19th century.
Flowers in May
Height: 1.5-2m (5-6ft)
Spread: 1.5-2m (5-6ft
Not only do the flwers smell good,but the leaves also smell good when crushed or pruned.
