Can i build university to my country?

I have a desire to help the people in my country,i plan to build a university to them in order to do a part of my work in this word.But up to this moment i do not have a cash to fulfill the above plan,i just looking for good friends around the world who can help me fulfill the above plan,here in Tanzania we are very poor and our country is poor to,so i do also like to get this opportunity to welcome you in my country where you can invest to many ways you like.So may be you are interest to invest in building the International University,if that is the case fine God bless you.Where can i get the kind of assistance in order to help my people and to serve my God.Can i build a University?
